Creating a Background Paper using the New Fill Layer Option

This tutorial was created in PhotoShop Elements 2.0. We're going to make a 12x12 background paper.
Go to File - New - Choose the size 12 inches by 12 inches under CONTENTS choose White, hit OK.
Select a color by clicking on the Set foreground color square in the Tools Window.
Click inside the Color Picker and press OK once you find the color you want.
Click on the Paint bucket tool in your tools window then click inside your image to fill that layer.
You should now have a plain background page!
Choose LAYER - NEW FILLER LAYER - PATTERN hit OK. On your pattern
picker box click on the drop down arrow to see the patterns you can
choose from. Click on the pattern you want and hit OK.
Now go to WINDOWS - LAYERS. With your new pattern layer selected, change the opacity to your desired level.
Then go to LAYER - MERGE VISIBLE. Now you have a patterned background paper!
You can save this by going to FILE - SAVE AS. This should already be in
.jpg format since we've merged the layers. If it doesn't show this you
can select .jpg or .png from the format drop down list.
